BlackBerry's last hope: A fully redesigned OS and two smokin' new phones

9 hrs.

Research in Motion officially launched?BlackBerry 10 and two shiny?new smartphones???the BlackBerry Z10 and Q10?? in an event in New York City on Wednesday (while also renaming itself ... to BlackBerry).?The "reinvented" experience is being hailed as the company's last hope to properly challenge Apple's iOS and Google's Android.

"BlackBerry 10 is here," CEO Thorsten Heins declared moments after stepping onto a stage during the company's launch event in New York City on Wednesday. "BlackBerry 10 builds on 20 years of experience [...] and it has a user experience unlike anything you've seen before."

BlackBerry 10?? which will be available on the BlackBerry Z10 now?and, by April or May, the keyboard-equipped?Q10 ? will supposedly offer one of the best multitasking and typing experiences on the market.

"Bringing an entirely new platform to the market [...] took careful planning, and we knew that it was risky," Heins acknowledged.

The presentation?emphasized how everything just "flows" on BlackBerry 10.?Users will likely spend much?of their time in the BlackBerry Hub, which integrates social network notifications, BlackBerry Messages (BBM), and email. You can respond to all these notifications and messages without ever actually leaving this hub. As the Hub serves as a universal inbox for all notifications, it certainly looks appealing for those who split their time between the various forms of mobile communication.

When necessary, work and personal lives (and data) can be separated, thanks to BlackBerry Balance. This means that it is possible for users to check out of one aspect of their lives (such as on the weekends, perhaps, when work might take the backseat).

BlackBerry Messenger, one of the incredibly popular features of the operating system, has gotten a nice little revamp with support for video and voice calls as well as screensharing. Curiously enough, while the video calling feature was heavily focused on, BlackBerry did also point out that Skype is among the partners who will be offering an app on BlackBerry 10. (Angry Birds, Amazon Kindle, and other popular apps will also be joining the over 70,000 apps available for the operating system at this point.)

While there is a great deal riding on BlackBerry 10, the operating system has been getting plenty of favorable reviews already.?"Reviewers like the browser speed and the intuitive keyboard on [BlackBerry's] new touchscreen,"?Reuters explains. "A feature called BlackBerry Balance, which keeps corporate and personal data separate, could help [BlackBerry] rebuild its traditional base of big business customers."

And as all eyes are on the BlackBerry 10 multitasking setup, notifications management and redesigned?keyboard, the Associated Press' Rob Gillies points out that some are going as far as to?suggest?that these features could be superior to their Android and iOS counterparts.?

They will have to be?? if BlackBerry hopes to reclaim a fraction of its lost market share.

Wayne Lam, senior analyst for wireless communications at analytics firm IHS, says that with "smartphones soon to reach their maximum penetration, time is running out for [BlackBerry] and other Apple/Samsung/Google competitors to stake a claim in the smartphone business."

On the other hand, people who may be growing tired of Android and iOS may be eager to try out something new.

"I have to believe that there is some level of user fatigue that plays into the longevity of some of these platforms," Kevin Burden, head of mobility at industry consulting firm?Strategy Analytics, told Reuters. "RIM is probably timing it right."

Wireless industry analyst Jeff Kagan agrees.?"BlackBerry is?not too late. True, 92 percent of the smartphone market may have?already chosen either an Apple iPhone or Google Android, but that's really because there were no really good competitors,"?he?wrote?in?a?note.?

"This new BlackBerry will be a strong competitor for the number three position. They won't come close to number one or two where Google and Apple are, but the market does want more choices."

The first BlackBerry 10 device, the Z10, will become available in mid-March. Pricing will vary by carrier, but Verizon has already revealed that it will offer the phone fo $200 (with a two-year service agreement). Sprint and AT&T have?pointed out that they will certainly offer the device, but not announced pricing details just yet. Meanwhile, Heins says he expects the Q10 to appear "in the April timeframe."

As for the name change, Heins?told the audience,?"We have reinvented this company and we want to reflect this with our brand."

Forget buying software: You can now rent Microsoft Office (cheap!)

6 hrs.

Considering that we can have music, movies, TV shows, Photoshop???even underwear???via some sort of monthly or yearly subscription, it's about time we can finally rent Microsoft Office 365, too.

In exchange for $100 per?year (or $10 per?month), you'll be able to install Office 2013 on up to five PCs, Macs or Windows tablets. You'll have?access to Word, Excel, PowerPoint, OneNote, Outlook, Publisher and Access. Additionally, you'll get an extra?20GB of cloud storage through SkyDrive (on top of the 7GB you already get for free) along with 60 minutes of Skype world calling per month.?

You can still buy Office 2013 the old-school way, though don't expect to see any physical media in the software box; you'll just buy a product code and be sent online to download the actual software. The Home & Student version of that is $140 and is limited to one device (and just Word, Excel, PowerPoint and OneNote); Home & Business is $220 (which includes Outlook as well), and Pro ? with all of the same?apps offered in the subscription ??is $400.

Besides being able to install on up to five devices, there are other benefits to the subscription plan:?Free upgrades to the latest versions of the Office software are included, so you can buy in at any time without worrying about missing the next version. Better still, since the subscription?license covers different types of devices, you don't have to buy a bunch of different versions.?(Besides Mac support, Microsoft has said in the past that this Office 365?license would even?provide you with not-yet-released editions, including a possible iPad version.)

If you have a family with lots going on, it is likely to be a money saver, even when you factor in the deals you get from home/student pricing.?

If you are simply?a power user with a lot of different devices, you'll be able to sync Office 365?documents between them with ease. (And you'll, of course, also be able to share documents quickly, thanks to SkyDrive.)?It doesn't stop with the documents though: Your settings and preferences sync as well. This means that no matter where you sign into Office 365, you'll have the same experience. This is, once again, a great benefit for those who split their time between one too many devices.

Pricing and cloud support aside, the latest Office itself isn't a radical redesign. Everything feels familiar, with some small tweaks. It appears that Microsoft is attempting to reduce the bloat we occasionally experience when it comes to its software suite. Does it succeed? Well, we'll have to use the software for a bit longer to make a solid judgment call in regards to that.

While?the?latest version of the software isn't?lacking anything?from?the?traditional?desktop?view???in fact, our initial impression is that it might be the best version of Office we've used so far???we're still waiting for a finger-friendly tablet version of the?legendary?suite.?Though?it?would?be?a?huge?success?given?the?popularity?of?iPads?and?other?tablets,?Microsoft?isn't?going?to?rush?that?out?in?haste,?because?the?company's?developers?say?they?want?to?get?it?right.

You can snag a free one-month trial of Office 365 through Office.com and we suggest taking advantage of this deal. Odds are that you'll find it feeling comfortable and familiar ? and a little lighter on the checkbook as well.

Want more tech news?or interesting?links? You'll get plenty of both if you keep up with Rosa Golijan, the writer of this post, by following her on?Twitter, subscribing to her?Facebook?posts,?or circling her?on?Google+.

20 believed dead in Kazakhstan plane crash

(AP) ? A passenger plane crashed Tuesday near Kazakhstan's principal city, Almaty, likely killing all 20 on board, Kazakhstan airline SCAT said.

Almaty and surrounding areas have been shrouded in fog for the last two days and the accident appears to have been caused by limited visibility.

A SCAT statement said 15 passengers and five crew members were aboard the plane.

Visibility was limited, forcing the plane to make a second approach to Almaty airport, the airline said.

The Emergency Services Ministry said rescue workers have been dispatched.

Details on the crash were sparse, including the kind of plane. SCAT's website shows it flies Boeing 757s and 737s along with the Yak-42 and the An-24.

Interfax news agency cited the Almaty province deputy governor Amandyk Batalov as identifying the aircraft as a Canadian-made Bombardier CRJ200.

The Emergency Services Ministry said the plane, which it said was flying in from the northern city of Kokshetau, disappeared from radar around 13:13 p.m. local time (0713 GMT).

This is the second major aircraft accident recently in Kazakhstan. In December, 27 people died when an An-72 military plane crashed near the southern city of Shymkent during violent snowstorms.

US economy gets lift from housing, other tailwinds

WASHINGTON (AP) -- The U.S. economy is a study in contrasts.

The housing, banking and auto industries are surging back to health and that has helped push the stock market to a five-year peak. Higher prices for homes and stocks tend to make people feel wealthier and spend more.

Yet unemployment remains high and hiring modest. The end of a Social Security tax cut is shrinking already flat pay. Federal budget fights have put businesses and consumers on edge.

Balanced between those tailwinds and headwinds, the economy is struggling to accelerate. By the end of this year, though, many analysts think the tailwinds will succeed in boosting growth and fueling a more robust economy in 2014.

They're back: J. C. Penney adds sales

NEW YORK (AP) -- J.C. Penney is bringing back sales.

The struggling department store chain this week will begin adding back some of the hundreds of sales it ditched last year in hopes of luring shoppers who were turned off when the discounts disappeared, CEO Ron Johnson told The Associated Press.

Penney also plans to add price tags or signs for more than half of its merchandise to show customers how much they're saving by shopping at the chain ? a strategy used by a few other retailers. For store branded items such as Arizona, Penney will show comparison prices from competitors.

The moves are a reversal for Penney on the eve of the one-year anniversary when it vowed to almost completely get rid of the sales that Americans covet but that cut into a store's profits. The idea was to offer everyday low prices that customers could count on rather than the nearly 600 fleeting discounts, coupons and sales it once offered.

Toyota sold nearly 9.75 million vehicles last year

TOKYO (AP) -- Now it's official: Toyota is once again the world's top automaker.

Toyota Motor Corp. released its tally for global vehicle sales for last year Monday at a record 9.748 million vehicles ? a bigger number than the estimate it gave last month of about 9.7 million vehicles.

It was already clear Toyota had dethroned General Motors Co. as the Detroit-based automaker fell short, selling 9.29 million vehicles.

GM had been the top-selling automaker for more than seven decades before losing the title to Toyota in 2008.

Crucial, long-overdue BlackBerry makeover arrives

TORONTO (AP) -- The maker of the BlackBerry smartphone is promising a speedier device, a superb typing experience and the ability to keep work and personal identities separate on the same phone. It's the fruit of a crucial, long-overdue makeover for the Canadian company.

Thorsten Heins, chief executive of Research In Motion Ltd., will show off the first phone with the new BlackBerry 10 system in New York on Wednesday. A marketing campaign that includes a Super Bowl ad will accompany the long-anticipated debut. Repeated delays have left the once-pioneering BlackBerry an afterthought in the shadow of Apple's trend-setting iPhone and Google's Android-driven devices.

Now, there's some optimism. Previews of the software have gotten favorable reviews on blogs. Financial analysts are starting to see some slight room for a comeback. RIM's stock has nearly tripled to $16.18 from a nine-year low in September, though it's still nearly 90 percent below its 2008 peak of $147.

US durable goods orders rise 4.6 percent on aircraft

WASHINGTON (AP) -- U.S. demand for long-lasting manufactured goods rose sharply in December on strong gains in volatile aircraft orders. But companies slowed their orders of goods that signal investment plans, indicating manufacturing could stay choppy in 2013.

The Commerce Department said Monday that overall orders for durable goods increased 4.6 percent in December compared with November. The gains were led by a 56.4 percent increase in military aircraft orders and a 10.1 percent increase in commercial aircraft orders.

Orders rose in other major categories, including machinery, communications equipment and primary metals.

___

Tight inventory slows US pending home sales

WASHINGTON (AP) -- A measure of Americans who signed contracts to buy homes fell last month after reaching a 2 ?-year high in November. Sales were held back by a limited supply of available homes.

The National Association of Realtors said Monday that its seasonally adjusted index for pending home sales dropped 4.3 percent in December from November to 101.7. That's still 6.9 percent higher than a year ago.

The decline signals that sales of previously occupied homes may cool off in the coming months. There's generally a one- to two-month lag between a signed contract and a completed sale.

Yahoo's 4Q report shows more signs of progress

SAN FRANCISCO (AP) -- Yahoo showed more signs of progress during the fourth quarter as the Internet company took advantage of higher ad prices and rising earnings from its international investments to deliver numbers that exceeded analyst forecasts.

The results announced Monday covered Yahoo's first full quarter under CEO Marissa Mayer. Yahoo Inc. lured Mayer away from Google Inc. in mid-July in its latest attempt to snap out of a funk that had depressed its revenue and stock price.

The company fared well enough in the final three months of last year to produce its first full-year gain in revenue since 2008.

Caterpillar sees uncertain 2013 after tough 4Q

MINNEAPOLIS (AP) -- Caterpillar said on Monday that its 2013 profit could shrink if the world's economy doesn't pick up in the second half of the year, as mining companies and builders remain cautious about buying new gear.

The cloudy outlook for the year came as Caterpillar reported a fourth-quarter profit less than half as big as a year ago because of a deal in China that went bad and slower growth around most of the world.

Caterpillar Inc. is the largest maker of construction and mining equipment, so its performance rises and falls with the world's economy. It tries to predict where the economy is headed so it knows how many excavators, bulldozers and mining trucks to build.

Boeing 787 probe shifts to monitoring system maker

TOKYO (AP) -- The joint U.S. and Japanese investigation into the Boeing 787's battery problems has shifted from the battery-maker to the manufacturer of a monitoring system.

Japan transport ministry official Shigeru Takano said Monday the probe into battery-maker GS Yuasa was over for now as no evidence was found it was the source of the problems.

Ministry officials said they will inspect Kanto Aircraft Instrument Co. on Monday as part of the ongoing investigation. It makes a system that monitors voltage, charging and temperature of the lithium-ion batteries.

Barnes & Noble executive plans more store closings

NEW YORK (AP) -- Barnes & Noble plans to continue to shrink its store base.

The head of Barnes & Noble's retail group, Mitchel Klipper, said in an interview published Monday in The Wall Street Journal that the company will have 450 to 500 stores in a decade. That's down from about 689 currently.

Klipper said the chain plans to close about 20 stores a year over the period.

The largest traditional U.S. bookstore has been facing tough competition from online retailers and discounters

Google sued in UK over Safari tracking

(AP) ? A British law firm says that about a dozen Apple customers are suing Internet search leader Google in the U.K. over its alleged secret tracking of their Internet browsing habits.

London-based law firm Olswang said that 12 Apple users were taking the Internet search leader to court over small pieces of tracking code ? known as cookies ? surreptitiously installed on computers and smartphones.

Google found itself in hot water last year after it emerged that the company had circumvented privacy features on Apple's Safari web browsers to deposit cookies on millions of users' computers. The issue has already cost Google $22.5 million, which it agreed to pay the U.S. Federal Trade Commission to settle the claims last year.

Google said it had no comment on the lawsuit.

What is there to do in Pine/Strawberry during the winter? | Life in ...

Welcome to PineWelcome to Strawberry

It always surprises us when people from the Metro Phoenix area visit the Pine/Strawberry area for the very first time and remark with surprise that they?ve lived in the Valley for years and never before heard of Pine and Strawberry. ?We?ve often heard visitors exclaim that the Pine/Strawberry area is ?Arizona?s Best Kept Secret.? What?s more, many Valley residents think of the Pine/Strawberry area only as a warm weather destination, and they wonder what those of us who live here full-time could possibly do during the winter. Well, of course, those of us full-time Pine/Strawberry residents who are not retired still go to work every workday, and work and recreate in our homes, just like folks in the Valley and beyond. The following are some of the fun things we do in Pine and Strawberry during the winter and throughout the year, and which you might want to do some time, too:

During the cold months, on dry days, many of us still go for hikes on the many numerous trails in the area, many of which extend from the Pine Trail Head just south of town. (Visit?http://www.arizonahikingtrails.com for a comprehensive list of Rim Country trails.) ?Those of us that have ATVs or UTVs sometimes take to the trails in those, even when there is snow on the ground. ?Sometimes we?ll take along a picnic, too, so we can spend the whole day enjoying the gorgeous weather and views.

For those who enjoyhorseback riding, Gentle Hands Equine Center? At Betsy Ross Acres?in Strawberry (www.paysontrailrides.com) is a great place to go for a nice guided trail ride.

A visit to The Ranch at Fossil Creek in Strawberry is fun for kids of all ages. ?There one can see and even help feed live goats and llamas, and sample and purchase outstanding locally-produced goat cheeses and fudge. ?For information, visit:?www.ranchatfossilcreek.com.

If going out to breakfast is your thing, you can get a good quick breakfast in Pine at The Early Bird, H.B.?s place, or the Pine Creek Smokehouse, or at the Strawberry Lodge in Strawberry.

For a more leisurely breakfast (or lunch) and excellent gourmet food, be sure to visit the?Randall House, where you can also browse through artwork and gift items available for sale while waiting for your meal to arrive. ?During the warm weather, you can bring your dog and sit outside.

Sometimes it?s fun just to browse through some of the local shops, such as Moose Mountain Gifts & Antiques, Tymeless Antiques & Treasures, Pine Country Antiques, Auntie Gail?s Collectibles, Coach House Antiques & Boutique, the Pine-Strawberry Senior Center Thrift Shop, and Carol?s Country Crafts. ?At the Gingerbread House, one can hunt through a few rooms full of antique treasures and also enjoy the offerings of their old-fashioned soda fountain and homemade ice cream. ?For quilters, a visit to The Quilt Shop at?3972 N. AZ. Hwy. 87 is always fun.

A tour through Myra?s Art Gallery and Studio (just north of Sunny Mountain Realty?s Pine Office) is always worthwhile. ?In addition to her own work, she features original paintings and gicclee prints from several renowned Rim Country artists, including William Ahrendt (www.williamahrendt.com), as well as the work of numerous other artist in a variety of mediums, including ceramics, wood carving, and jewelry design.

A trip to the Pine Deli on Hardscrabble Road is great for a good lunch to eat there or take along for a picnic. ?They offer great lunch and dinner specials daily as well as great pizza, to eat-in or take-out. And, if you plan to dine in, you may bring in your own bottle of wine, if desired. H.B.?s Place is another good choice for a good hearty homemade lunch or dinner, including a great Friday night fish fry, but make sure to bring cash as they no longer accept credit cards. ?The Pine Creek Smokehouse has good hamburgers and is also offering Friday night fish fry and other specials.

Sometimes it?s just fun to go to Sidewinder?s Saloon (corner of S.R. 87 & Hardscrabble Rd.) for some adult libations and to play pool and grab a bite to eat for lunch, dinner or appetizers. ?During the winter, they feature live music and dancing, and tasty barbeque?ribs every other Friday night (during the summer it?s every Friday night.) ?Sidewinder?s features various events and celebrations as well as six televisions and surround sound. For information, visit?www.sidewinderssaloon.com.

Another great gathering place is Pine?s one and only microbrewery, THAT Brewery & Pub, located ?on S.R. 87 at the south end of town. ?According to their Web site (www.thatbrewery.com), ?THAT Brewery is for beer enthusiasts, foodies, nature fanatics, mountain bikers, hikers,?sightseers, antique shoppers, families, home brewers and well, just about everyone!? It is a family-friendly restaurant with a dog-friendly patio, weather permitting. They also feature a great Friday night fish fry.

There are some good dining options in Strawberry, too. ?The Strawberry Lodge, which offers breakfast, lunch and dinner, has a great Friday night fish fry, featuring a delicious corn meal batter. ?On Saturday, the specials typically include delicious prime rib or prawns, and the Sunday pot roast special is also delicious. ?They often feature live music on weekends. And, if you?re into pie, they always have a great selection. ?Mama Joe?s offers delicious Italian food, including their own special pizza. ?And, for adult libation and recreation in Strawberry, you can visit the Sportsman?s Chalet or the Flying Grizzly. ?All of these places are located on S.R. 87 in Strawberry.

Finally, if we feel like taking in a movie, we run down to Payson and take in a show at the Saw Mill Theatre. (Visitwww.sawmilltheatres.net for listings.)

These are just some of the things there are to do in our area. ?In the coming months, we will use this blog to feature information about the numerous activities and events in the Pine/Strawberry and Payson area.

Why not check out the Pine/Strawberry area sometime soon? ?And, when you do, be sure to stop by Sunny Mountain Realty and say hi!

How to Buy Cabinets for Your Garage | Home & Home Improvement

You can use your garage not only to store your vehicles and machineries, but also to store many other tools and instruments that you use to do various works. You can store your gardening tools, repairing tools, and other tools that you have in your garage. You can even use your garage as a workshop if you wish. As long as you can organize the interior of your garage smartly and strategically, you can mostly transform your garage into a versatile room that you can use to facilitate various works. Therefore, if you have a garage and you want to make it versatile, you should learn how to organize it perfectly.

Your garage will be more organized if you install ulti-mate garage cabinets on it. Garage cabinets can function both as containers and instruments to carry out your works. If those cabinets have strong and durable countertop, you can use it to repair things or to put heavy equipment. Some cabinets are placed on the floor and some others can be suspended on the wall or on the ceiling. Therefore, if you can choose the right cabinets for your garage, you can mostly organize the interior of your garage strategically and smartly.

Before you buy storage cabinets for your garage, you should measure how much money that you can prepare to budget the procurement of cabinets for your garage. Afterwards, decide everything that you will migrate to your garage. If your home is stuffed with sporting and lawn equipment, include that equipment in your list. Remember that specific types of garage cabinet can only be used to store specific items. Therefore, making a list of all items that you will put in your garage is important. Make a floor plan of your garage and visit the store to buy the cabinets. Measure the size of every cabinet that you want to buy and, by referring to your garage floor plan, make sure that those cabinets can be placed inside your garage.

Do penalties for smokers and the obese make sense?

NEW YORK (AP) ? Faced with the high cost of caring for smokers and overeaters, experts say society must grapple with a blunt question: Instead of trying to penalize them and change their ways, why not just let these health sinners die?

Annual health care costs are roughly $96 billion for smokers and $147 billion for the obese, the government says. These costs accompany sometimes heroic attempts to prolong lives, including surgery, chemotherapy and other measures.

But despite these rescue attempts, smokers tend to die 10 years earlier on average, and the obese die five to 12 years prematurely, according to various researchers' estimates.

And attempts to curb smoking and unhealthy eating frequently lead to backlash: Witness the current legal tussle over New York City's first-of-its-kind limits on the size of sugary beverages and the vicious fight last year in California over a ballot proposal to add a $1-per-pack cigarette tax, which was ultimately defeated.

"This is my life. I should be able to do what I want," said Sebastian Lopez, a college student from Queens, speaking last September when the New York City Board of Health approved the soda size rules.

Critics also contend that tobacco- and calorie-control measures place a disproportionately heavy burden on poor people. That's because they:

?Smoke more than the rich, and have higher obesity rates.

?Have less money so sales taxes hit them harder. One study last year found poor, nicotine-dependent smokers in New York ? a state with very high cigarette taxes ? spent as much as a quarter of their entire income on smokes.

?Are less likely to have a car to shop elsewhere if the corner bodega or convenience store stops stocking their vices.

Critics call these approaches unfair, and believe they have only a marginal effect. "Ultimately these things are weak tea," said Dr. Scott Gottlieb, a physician and fellow at the right-of-center think tank, the American Enterprise Institute.

Gottlieb's view is debatable. There are plenty of public health researchers that can show smoking control measures have brought down smoking rates and who will argue that smoking taxes are not regressive so long as money is earmarked for programs that help poor people quit smoking.

And debate they will. There always seems to be a fight whenever this kind of public health legislation comes up. And it's a fight that can go in all sorts of directions. For example, some studies even suggest that because smokers and obese people die sooner, they may actually cost society less than healthy people who live much longer and develop chronic conditions like Alzheimer's disease.

So let's return to the original question: Why provoke a backlash? If 1 in 5 U.S. adults smoke, and 1 in 3 are obese, why not just get off their backs and let them go on with their (probably shortened) lives?

Because it's not just about them, say some health economists, bioethicists and public health researchers.

"Your freedom is likely to be someone else's harm," said Daniel Callahan, senior research scholar at a bioethics think-tank, the Hastings Center.

Smoking has the most obvious impact. Studies have increasingly shown harm to nonsmokers who are unlucky enough to work or live around heavy smokers. And several studies have shown heart attacks and asthma attack rates fell in counties or cities that adopted big smoking bans.

"When you ban smoking in public places, you're protecting everyone's health, including and especially the nonsmoker," said S. Jay Olshansky, a professor at the University of Illinois-Chicago's School of Public Health.

It can be harder to make the same argument about soda-size restrictions or other legislative attempts to discourage excessive calorie consumption, Olshansky added.

"When you eat yourself to death, you're pretty much just harming yourself," he said.

But that viewpoint doesn't factor in the burden to everyone else of paying for the diabetes care, heart surgeries and other medical expenses incurred by obese people, noted John Cawley, a health economist at Cornell University.

"If I'm obese, the health care costs are not totally borne by me. They're borne by other people in my health insurance plan and ? when I'm older ? by Medicare," Cawley said.

From an economist's perspective, there would be less reason to grouse about unhealthy behaviors by smokers, obese people, motorcycle riders who eschew helmets and other health sinners if they agreed to pay the financial price for their choices.

That's the rationale for a provision in the Affordable Care Act ? "Obamacare" to its detractors ? that starting next year allows health insurers to charge smokers buying individual policies up to 50 percent higher premiums. A 60-year-old could wind up paying nearly $5,100 on top of premiums.

The new law doesn't allow insurers to charge more for people who are overweight, however.

It's tricky to play the insurance game with overweight people, because science is still sorting things out. While obesity is clearly linked with serious health problems and early death, the evidence is not as clear about people who are just overweight.

That said, public health officials shouldn't shy away from tough anti-obesity efforts, said Callahan, the bioethicist. Callahan caused a public stir this week with a paper that called for a more aggressive public health campaign that tries to shame and stigmatize overeaters the way past public health campaigns have shamed and stigmatized smokers.

National obesity rates are essentially static, and public health campaigns that gently try to educate people about the benefits of exercise and healthy eating just aren't working, Callahan argued. We need to get obese people to change their behavior. If they are angry or hurt by it, so be it, he said.

"Emotions are what really count in this world," he said.

By-election shines a light on discontented Singapore

SINGAPORE (Reuters) - Sky-high housing prices. Train breakdowns. Foreigners stealing jobs, and a widening chasm between rich and poor.

A by-election in Singapore on Saturday is putting a spotlight on strains and discontent in one of Asia's wealthiest countries and biggest success stories: the transformation of a post-colonial backwater into an economic powerhouse.

The dominant People's Action Party (PAP) that has ruled Singapore for more than half a century faces the risk of a humiliating loss in Punggol East, a relatively young and affluent ward.

It won't change the balance of power in parliament, where the PAP holds 81 of 87 elected seats. But a loss - or even a very narrow win - would send a troubling signal to the PAP, founded by the prime minister's father, Lee Kuan Yew, and winner of every national election since independence in 1965.

"I feel that our complete trust in the PAP in the past is dangerous," Workers Party chief Low Thia Khiang told a rally, exhorting voters to back his candidate, Lee Li Lian, and blaming the government's immigration polices for crowding out jobs and straining Singapore's famously efficient infrastructure.

The PAP won Punggol East with 54 percent of the vote in 2011 but how close Saturday's by-election will be is hard to predict: election polling is illegal in the regimented city-state that is a hub for banks and multinational companies.

But two years after its worst-ever parliamentary election results, the government is taking no chances, offering a trove of perks that include a boost in spending on housing grants, subsidized childcare and cash gifts for newborn babies to try to reverse one of the world's lowest fertility rates.

Those measures seek to address mounting discontent among Singaporeans over the high cost of living and an increase in immigration that has fuelled an often-rancorous debate over a reliance on foreign workers on the island of 5.3 million people.

Foreigners now make up about 38 percent of Singapore's population, up from about 25 percent in 2000.

"Our trains are overcrowded to the point of danger," the Workers Party's Lee said. "Unfortunately, for the past 10 years, infrastructure development has lagged behind population growth."

"PEOPLE EXPECT MORE"

The stern, technocratic policies of PAP patriarch Lee Kuan Yew transformed Singapore from a swampy sea port to a flourishing financial centre in a generation. His son, Prime Minister Lee Hsien Loong, urged voters not to forget that.

"What we have achieved, no other country has done," the prime minister told voters this week.

The seat in Punggol East was held by Speaker of Parliament Michael Palmer until he quit in December over an extramarital affair, one of several damaging scandals in recent years. Others include last year's arrest of the civil defense chief and the head of the police anti-drug unit on corruption charges.

"They have tried to address citizens' concerns on the hot-button issues ranging from high property prices to transport, immigration and even ministerial salaries, though some people feel they are not doing enough," said Eugene Tan, a law lecturer at Singapore Management University.

"There is a sense that people expect more."

The PAP won 60 percent of the vote in the May 2011 national election, down from 67 percent in 2006. Since then, its fortunes have not improved. Its preferred candidate narrowly won a four-way fight for president with just 35 percent of the vote in September 2011, followed by a loss in a by-election last year.

Vine's friend-finding feature already blocked by Facebook

Vine's friend-finding feature already blocked by Facebook

Facebook obviously isn't interested in welcoming new social media players, and not long after stopping Yandex's Wonder app from combing its precious data, it's decided to block the friend-finding feature in Twitter's Vine video embed app. Using the "find people" option in Vine now presents users with an error message, essentially killing that labor-saving option. Facebook, as we all know, is notorious for keeping rivals' noses out of its database, and let's not forget it pulled Instagram Card support from Twitter last year. We've contacted the social network for comment, and will update you if we get a response.

Intel will discontinue desktop motherboards following Haswell release

The decline in desktop PC sales is beginning to ripple throughout the industry, as Intel has revealed plans to wind down its desktop motherboard division over the next three years. According to AnandTech, the company will release boards that are based on the Haswell architecture before completely suspending development. Moving forward, Intel will instead focus its efforts on creating form factor reference designs for the Ultrabook, tablet and desktop markets. Curiously, one product that's currently immune from the announcement is the Next Unit of Computing (NUC), a miniature barebones system that will see continual development from Intel. While custom PC builders will likely take a moment to reflect upon the news, it's said that the transition is unlikely to affect the company's workforce. Instead, current employees will be absorbed into other divisions within Intel. After all, there's no point in showing talented engineers to the door, even in an age of market shifts.

Car accident triggers unrest in Azerbaijan town

BAKU, Azerbaijan (AP) ? It began late at night with a minor car accident.

By midday Thursday, a hotel had been burned to the ground, several expensive vehicles torched and crowds were facing off with police to demand a leading regional official's resignation.

The episode has exposed latent tensions nurtured by economic inequality and unresponsive governance in the oil-abundant Azerbaijan. The ostentatious display of wealth and aggressive, arrogant behavior among well-connected individuals is commonplace across resource-rich former Soviet republics and engenders much bitterness.

That appears to have served as the spark for the unrest in Ismayilli, a resort town of 15,000 people beside a hilly nature reserve 175 kilometers (110 miles) from the capital, Baku.

Trouble began Wednesday night when the owner of a local hotel, 22-year-old Emil Shamsaddinov, reacted to his Chevrolet Camaro sports car veering onto a sidewalk and colliding with an electricity pole by getting into a fight with another motorist.

The person Shamsaddinov fought with was parked by the side of the road in a Soviet-era Zhiguli, the ubiquitous model favored for cheapness rather than quality.

Shamsaddinov, who police said may have been drunk, berated and swore at onlookers, prompting an angry reaction from a group of Ismayilli's residents.

The dispute quickly escalated, leading to around 3,000 people raiding Shamsaddinov's Chyrag hotel ? the name of the hotel means "fire" in Azeri ? and setting alight several of his cars, which included the Camaro, a Chevrolet Niva and a Hummer.

Police, who took Shamsaddinov and his passenger into custody, say the rampage lasted about four hours.

In amateur video of burning vehicles and buildings uploaded to the Internet, people in the crowd are heard laughing and cheering.

The mob then directed its ire at the son of the Ismayilli district chief, whose house they also attacked. There they set fire to a Toyota Land Cruiser and two motorcycles.

Radio Free Europe/Radio Liberty's Azerbaijan service, which is funded by the U.S. Congress, cited local residents as saying Shamsaddinov's hotel was being used for prostitution and that local authorities had failed to heed requests for it to be closed.

On Thursday, despite an increased security presence in the town, hundreds of people went back onto the streets and surrounded a regional government building and demanded the regional governor resign.

Independent news agency Turan reporter Aziz Kerimov told The Associated Press by telephone from Ismayilli that police fired tear gas and water cannons at half-hour intervals as the crowd refused to disperse.

Some in the crowd responded to police appeals for them to leave the area by throwing rocks. Between 10 and 15 people were detained by early afternoon, Kerimov said.

Calm had returned to Ismayilli by the evening, although the anger may not have subsided.

Kerimov quoted people in Ismayilli as saying they want to repeat the scenario that played out in another town last year, when a regional official was forced to step down in the wake of violent clashes.

Baku, Azerbaijan's capital, has in recent years become a glamorous playground for the country's elite, but oil revenue is unevenly distributed among the mainly Muslim country's 9 million people, and average monthly salaries stand around $450. That has nurtured frustration.

Business is often perceived in Azerbaijan as operating in intimate collusion with the government, which opposition activists argue is riddled with corruption.

Berlin-based Transparency International ranked Azerbaijan 139th out of 176 countries in its 2012 Corruption Perception Index. Opposition parties and independent journalists are routinely harassed by the authorities.

This is the second major instance of public disorder in the authoritarian former Soviet nation in only a few days.

On Saturday, market traders blocked a highway 50 kilometers (30 miles) outside Baku and clashed with riot police in a spontaneous protest over increased rent for their stalls.

A week before that, in Baku itself, hundreds of demonstrators gathered in a central square to protest the death of a military conscript earlier this month. The demonstration was broken up by police. That rally was organized through social media, not by established opposition parties ? an indication that opposition to the government is increasingly being propelled by grass-roots activism.

Authorities are particularly anxious about any signs of public discontent in view of this October's presidential election, which is expected to see incumbent Ilham Aliyev retain his iron grip over the Caspian Sea nation.

Regional officials are appointed by the president, who on Thursday was attending the World Economic Forum in Davos, Switzerland.
