PH labor department welcomes defeat of anti-outsourcing bill in US

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said the defeat at the US Senate of US House Resolution 3696, known as the ?United States Call Center Worker and Protection Act? which prohibits American companies from setting up call centers in foreign countries, including the Philippines, is a welcome development that augurs well for the Philippine?s burgeoning business process sector.

?While we have been vigilant and proactive in implementing measures that could mitigate the impact of the legislative proposal had it been pushed into a law, the US Senate decision is very much welcomed news,? Baldoz said, adding:

?This means that more BPO companies can expand their businesses in the Philippines and generate the much needed employment for our local workforce.?

The Republican party-sponsored bill, believed to attract and keep good jobs in the US by rewarding companies who moves its operations back to America, was officially defeated on 19 July by a vote of 56-42. In the US senate, at least 60 votes are required for the bill to be enacted into a law.

US business groups have opposed the measure, arguing that it could have a negative effect on their competitiveness and overall standing in the global trade as it could cost companies a percentage of their profit with the penalties that go with pursuing off-shoring operations.

Baldoz noted that the statement of Benedict Hernandez, President and CEO of the Business Processing Association of the Philippines (BPAP), who said that outsourcing business services to the Philippines helps make American companies more competitive and profitable.

The BPAP official had cited the Dartmouth?s Tuck School of Business economist Matthew Slaughter's study of hiring practices of 2,500 US multinationals, which found that for every job outsourced, nearly two new jobs are created in the US.

The Philippines is considered the top destination for businesses that are looking for call center services.

In 2011, the country?s IT-BPO industry generated more than $11 billion in revenue and employed almost 640,000 Filipinos. The industry roadmap projects that by 2016, it would to grow to $25 billion in annual revenue and employ 1.3 million.

?Indeed, the BPO Industry, as one of the identified key employment generators under the DOLE?s JobsFit study is facing a very bright prospect. This is why we must vigorously pursue the training of more BPO workers to make them more competitive, efficient, and attuned to the demands of the times,? Baldoz said.

Baldoz also observed that knowledge process outsourcing (KPO), which provides diverse options and opportunities for jobseekers, such as nurses, is being touted as the next growth area in the BPO industry.

And there is what industry experts now call ?clinical process outsourcing?, says Baldoz, quoting Ted Merhoff, President of HCCA Health Connections of the United States whose company is soon opening its second office at the Mega World?s Science Hub 2.

Baldoz said workers in KPO or CPO are not common ?headset with microphone? type of agents or workers, but those who process and analyze knowledge, information, and technical data.

Baldoz said the government?s contingency plans laid out before the US bill was defeated, particularly that of the Technical Education and Skills Development Authority (TESDA) on expanding its training to BPO-related skills, will continuously be undertaken.

The TESDA, according to Baldoz, will also pursue on developing new training programs in merging areas such as finance and accounting, human resources, banking operations, health information management, and information technology outsourcing services.

PHILADELPHIA, Aug. 22, 2012 Almost 30 years after discovery of a link between alcohol consumption and certain forms of cancer, scientists are reporting the first evidence from research on people explaining how the popular beverage may be carcinogenic. The results, which have special implications for hundreds of millions of people of Asian descent, were reported here today at the 244th National Meeting & Exposition of the American Chemical Society.

Silvia Balbo, Ph.D., who led the study, explained that the human body breaks down, or metabolizes, the alcohol in beer, wine and hard liquor. One of the substances formed in that breakdown is acetaldehyde, a substance with a chemical backbone that resembles formaldehyde. Formaldehyde is a known human carcinogen. Scientists also have known from laboratory experiments that acetaldehyde can cause DNA damage, trigger chromosomal abnormalities in cell cultures and act as an animal carcinogen.

"We now have the first evidence from living human volunteers that acetaldehyde formed after alcohol consumption damages DNA dramatically," Balbo said. She is a research associate in the laboratory of Stephen Hecht, Ph.D., a noted authority on cancer prevention at the University of Minnesota. "Acetaldehyde attaches to DNA in humans ? to the genetic material that makes up genes - in a way that results in the formation of a 'DNA adduct.' It's acetaldehyde that latches onto DNA and interferes with DNA activity in a way linked to an increased risk of cancer."

Balbo pointed out that people have a highly effective natural repair mechanism for correcting the damage from DNA adducts. Most people thus are unlikely to develop cancer from social drinking, although alcohol is associated with a risk of other health problems and accidents. In addition, most people have an enzyme called alcohol dehydrogenase, which quickly converts acetaldehyde to acetate, a relatively harmless substance.

However, about 30 percent of people of Asian descent ? almost 1.6 billion people ? have a variant of the alcohol dehydrogenase gene and are unable to metabolize alcohol to acetate. That genetic variant results in an elevated risk of esophageal cancer from alcohol drinking. Native Americans and native Alaskans have a deficiency in the production of that same enzyme.

To test the hypothesis that acetaldehyde causes DNA adducts to form in humans, Balbo and colleagues gave 10 volunteers increasing doses of vodka (comparable to one, two and three drinks) once a week for three weeks. They found that levels of a key DNA adduct increased up to 100-fold in the subjects' oral cells within hours after each dose, then declined about 24 hours later. Adduct levels in blood cells also rose.

"These findings tell us that alcohol, a lifestyle carcinogen, is metabolized into acetaldehyde in the mouth, and acetaldehyde is forming DNA adducts, which are known major players in carcinogenesis," said Balbo.

    Recommended Gaming Computer

    I originally posted this in the Market forum but that area seems dead. Here's my post..

    I'm looking at upgrading and grabbing a new computer, preferably a gaming one.

    I'm looking to spend a maximum of about ?800, but obviously cheaper the better. I currently have an old PC:

    • 4GB Ram
    • nVidia GeForce 8400GS
    • Quad Core @ 2.40GHz
    • 500MB HDD.

    So the new PC should be better than that please
    I'd prefer something with these specs:Also preferably available in the UK so I'm not paying daft prices for shipping. I'm asking on here as I know there are a lot of people who know their stuff about computers!

    That is pretty much the best video guide to it.

    Also what are you looking to do exactly with your pc, as in what kind of gaming? any specific types of games? want wi-fi? storage?, etc
    want a screen, speaker, etc as well in that budget?

    I'm not bothered about wifi as my router is right next to my pc anyway and I'm currently using an Ethernet cable. Storage anything that's decent really. I currently have 500mb and it seems too little. 1TB+?

    ?800 would just be the tower. I don't want a monitor as I'm currently using my TV for everything :P I'd be happy to keep my current wireless keyboard/mouse but would be happy to buy others outside of the 800 budget.

    I wouldn't mind self-building but I'd be hopeless selecting parts etc :/

    we can help with the parts, thats the whole point of this part of the forum..........what kind of games?
    you already got a windows dvd?

    I play quite demanding games: Flight Sim X, Trainz 2012, Sims 3. I also don't have a windows dvd but I'd probably just buy a windows 7 one off Amazon or something if it's worth it.

    haven't you got one from your current computer? or a serial for it, it would be on the case on a sticker?

    I've only got an Acer Recovery disc hiding somewhere in my pile of CDs.. There is a serial key but it's Vista..

    You want a gaming computer to play SIMS?! SIMS?! Seriously? Sims needs very little graphical power. Unless you note an extreme lack of FPS, just upgrade your GFX. You don't need more RAM, just get yourself another 4GB stick, dirt cheap if it's DDR2.

    Something like this is an absolute beast of a machine. I haven't added a case/optical drive as they're mainly personal preference.

    But surely upgrading the GFX will do the job? Haha, that's scary but true, only just noticed! When I built my PC, 4GB DDR3, I paid ?82.

    My PC originally came with 2x1GB ram. When I was in the process of upgrading it I read online on many pages that the max for my motherboard/pc was 2x2GB.. And I want a new pc anyway as I've had this for like 3-4 years. I'd love a stronger PC so I could play FSX etc more & better Maybe I could get San Andreas back and SA:MP

    Idk if upgrading would do though for the reason I've just said hmm?

    It's up to you. The only real problem you have is that your GFX could do with a bit more grunt. You can easily build a decent tower for ?500 that will play many high-end games for you. Don't bother getting a new hard drive, optical drive.

    I'd probably just keep this one and wipe everything off it & start again, or get another and use both? Does that max 4GB ram sound correct though? May as well just start from scratch if I can't upgrade much. I also read that the PSU that comes with this PC is a piece of crap, and I haven't bothered upgrading it as I've noticed just how many cables there are lol.. Scary :P

    cpu cooler: not sure if you want one, as i'm unsure about whether you'll be overclocking or want it for better temps and lower noise

    I'd recommend a different CPU, perhaps a K version! I know the i5 2500k had rave reviews (a bit old now!)

    I'd get a K version if it's worth the money, idk about overclocking though as I wouldn't want to break anything haha :P

    That looks like a decent build though. I might wait a bit though as I'm expecting to get some money within the next 2 weeks ish, idk how much it'll be but if it's a fair bit I'd increase my budget.. Unless that build is good enough?
